Professional Habitat Project Planning Consultant Pool

Project Description:

The Asotin County Conservation District is requesting Statement of Qualifications (SOQ) from professionals for on-call consulting services related to habitat project planning.  The consultants included in the pool will provide a variety of on-call planning services for the District during early project development to inform the planning, budgeting, and implementation process.  The Consultant Pool will be effective for through June 30, 2024.  The District will have the option to reopen the pool if deemed necessary however consultants already selected for the pool will not have to resubmit their SOQ.

Schedule:

The schedule below is tentative and may be changed based on the number of responses submitted.  Statement of Qualifications will be evaluated during three periods to expedite the opportunity to utilize the consultant pool for upcoming projects.  Final development of the consultant pool is targeted for June 2022.

Scope of Work:

Consultants will need to provide ecologists, biologists, engineers, or other related professional staff for on-call consulting to the Asotin County Conservation District.  These services may include, but are not limited to stream condition assessments, critical area evaluations, fish barrier evaluations, and plant inventories and identification.  The information provided by consultants will be utilized for initial planning efforts to assist the District with activities including project development, funding requests, coordination with funding sources and technical partners, environmental review, and budgeting.

Submittal Procedures:

Consulting firms who wish to be considered for the consultant pool and on-call work associated with this consultant pool, must submit a Statement of Qualifications to the Asotin County Conservation District electronically at [email protected].

In submitting the SOQ, your firm acknowledges that the District shall not be liable to any person for any costs incurred for the development and submittal of the SOQ.  All information provided in the SOQ is subject to Washington State public disclosure requirements.

Statements that do not address the items listed in this section will be considered incomplete and will be deemed non-responsive by the District.

  2. Narrative
    1. Brief resumes of the key technical personnel
    2. Description of the services available from your firm that would be used to support on-call service needs of the District.
    3. Examples of past work and experience with similar projects
  3. References
    1. Names, telephone numbers and email addresses of at least three (3) professional references that can attest to your firm’s ability to preform services identified in narrative section
  4. Confirmation of Business Organization
    1. Proposers shall identify the business organization under which it operates. Additional items required include address, telephone, email address, business license, tax identification number and proof of insurance. For partnerships and joint ventures, list each member’s name and contact information.

The SOQ submittal shall not exceed a maximum of fifteen (15) pages.  This limit includes all items in this section.  Additionally, submissions shall not include any enclosures not specifically requested above including but not limited to attachments of documents, brochures, business cards and handouts.

Evaluation Criteria:

The Asotin County Conservation District will select consultants that demonstrate the following:

  1. Ability to perform work
  2. Experience with similar projects
  3. Ability to apply creative solutions to complicated projects
  4. Ability to keep projects on time and within budget
  5. Ability to communicate and work effectively with the public, staff, technical partners and reviewers.

Communications:

All communications, outside the interviews, must be done in writing utilizing the [email protected] email address.  Any other communications will be considered unofficial and non-binding on the District.  Consultants are to rely on the written statements issued in this Request for Qualifications.
