Asotin County Noxious Weed Control Board Philosophy

The invasion, establishment and spread of noxious weeds is one of the most serious threats to our natural resources today. Our wildlife, native vegetation, water quality, aesthetics, agricultural production, forest production and recreation either have been or are at risk of being altered to unacceptable levels due to the spread of noxious weeds.

The Asotin County Noxious Weed Control Board (ACNWCB) consists of five members appointed by the Asotin County Commissioners, each representing a different geographical section of Asotin County.

Districts

  • District 1 (Peola) - Area south of the Snake River, west of the city of Clarkston, north of Asotin Creek Road, and east of Garfield County.
  • District 2 (Cloverland) - Area south of Asotin Creek Road, north and west of Cloverland Road, and east of Garfield County.
  • District 3 (Asotin Flats) - Area laying south and east of Cloverland Road, west of Highway 129, north of the Asotin/Wallowa County line, and east of Garfield County.
  • District 4 (Tenmile) - Area laying south of Weissenfels Road, west of the Snake River, east of Highway 129, and north of Asotin/Wallowa County line.
  • District 5 (Clarkston, Asotin) - Area surrounding the cities of Clarkston and Asotin; extending south and west of the Snake River, east of a longitudinal line running through the junction of Asotin Creek Road and Cloverland Road, and north of the latitudinal line running through Weissenfels Road.

The 2024 Cost-Share program is available for all Class B and C weeds. 

Treatment of Russian thistle is also eligible.  (See the 2024 Asotin County Noxious Weed List)  Acres enrolled in CRP, CREP and CCRP or acres in a cropping rotation are not eligible for the program. 

The following are two options available:
(landowners may only participate in one of the options)

  • Ground application will be 50% cost-share not to exceed a payment of $50 per acre with a cap of $400 per landowner.  Landowners may do the work them selves or hire a contractor to do the spraying.  (See the ACCD Contractor’s List for licensed contractors in the area, other licensed contractors may be used as well.)
  • Aerial applications will be 50% cost-share not to exceed a payment of $25 per acre with a cap of $1,250 per landowner. 

To apply for the cost-share program, applicants need to submit the following prior to treatment:

  • A map identifying the location of the treatment area (Google Earth maps will work)
  • Written statement with the number of acres that will be treated and weeds that will be sprayed.
  • A completed Noxious Weed Management Checklist and Plan

How it works:

After a written statement and map identifying treatment areas has been received, a cost-share agreement will be generated by District staff and presented to the Asotin County Noxious Weed Board and ACCD Board of Supervisors for approval.  After the application has been approved, spraying may be completed by the landowner or contractor of the landowner’s choice.

To receive cost-share payment for work completed, the landowner will need to submit the following:

  • If the spraying was done by the landowner, they will need to submit a copy of receipts for chemical costs and list of hours spent spraying to be reimbursed at $22/hour. OR a copy of the invoice if spraying was done by a contractor.
  • A completed a W-9 Form on file with the District.

E.D.R.R. Program. There will also be funding available for the Early Detection, Rapid Response program. This program targets all Class A weeds and the following Class B weeds: orange hawkweed, meadow hawkweed, spotted knapweed, Japanese knotweed, and white bryony. This program covers 100% of the costs for treatment by a consulting contractor or conservation crew provided by ACCD. This year we will also provide reimbursement of 100% of the chemical cost if the landowner treats the weeds themselves. Landowners must provide written consent/agreement for treatment and allow monitoring of the infestation prior to treatment.

ACNWCB Meetings

Weed Board Meetings are open to the general public and are normally held in even months (skipping August), on the third Thursday of the month. Meetings begin at 6:00 p.m. and are held at the ACCD office located at 1397 Port Drive, in Clarkston.
